As a School, What Should We Do?

Schools have a legal duty to comply with the Health and Safety Regulations, 1981. This means that employers must ensure that there is enough first aid provision. This includes both first aiders and equipment for first aid emergencies at work or on school trips. Employers also have to look after the health and safety of non-employees who come into the school, such as parents.

The Health and Safety Commission (HSC) guidance advises that organisations, such as schools, that provide a service for others should include them in their risk assessments and provide for them. Schools should think carefully about the likely risks to pupils and visitors, considering their legal responsibilities for those in their care.

The Department of Education says that it is up to Local Education Authorities and schools to make their own policies and procedures, based on an assessment of local needs and recommends a minimum provision of:

  1. A suitable stocked first aid box
  2. An appointed person to take charge of first aid arrangements
  3. Information for employees on first aid arrangements
  4. This minimum provision must be added to with a risk assessment to determine any extra provision taking into account the size of the school, number of employees, split sites etc
  5. Nurseries and primary schools need to meet both HSE and Ofsted, EYES requirements

The school’s first aid needs should be checked regularly, at least once a year to make sure that the first aid provision is still enough for the school’s needs. Schools should check that their insurance arrangements cover them fully for claims from actions of teachers acting within their job role.
